VOA News: Explainer: Government Shutdown

How can the world's largest economy be facing a government shutdown and be unable to pay its workers? 

Well, that's the question many inside and outside the United States are asking.

The new fiscal year begins October 1st.

Prior to that, Congress must pass appropriation bills to fund federal government programs and keep the country running. 

But a group of Republican lawmakers has threatened to oppose any bill that does not also address their political priorities including deep spending cuts, increased border security, reducing Aid to Ukraine, and even the impeachment of President Joe Biden.

Since the anti-deficiency ACT prohibits government spending without authorization by Congress, failure to pass these bills before a September 30th deadline would result in a partial government shutdown.

During a shutdown, the federal government ceases all non-mandatory spending.

Many federal employees, who are not considered essential workers, are furloughed. 

This stops many day-to-day functions including food and safety inspection, running national parks, and processing benefits and grants.

Essential programs and services, such as defense, border security, air traffic control, and energy maintenance, can often continue running under contingency plans.

But even those will be affected in their ability to pay workers and plan ahead.

Aside from directly affecting thousands of federal employees, a shutdown will dent growth of the economy by about 0.2 percent weekly until the shutdown ends.

The last government shutdown lasted five weeks and cost an estimated three billion dollars in GDP because affected services include everything from Visa applications to reviews of foreign investment. 

The impact would be felt globally.

While shutdowns lasting more than one business day were relatively rare until the 1990s, the past decade has seen two extended shutdowns with the longest again the most recent lasting 35 days.

Every September we celebrate Constitution Day and Citizenship Day, a holiday meant to honor and celebrate the privileges and responsibilities of U.S. citizenship for both native-born and naturalized citizens. In recognition of this special observance the National Constitution Center hosts an annual Naturalization Ceremony as part of our Constitution Day celebrations, during which 50 immigrants from across the globe will take the Oath of Allegiance to officially become citizens of the United States. The Honorable John R. Padova, senior judge of the U.S. District Court for the Eastern District of Pennsylvania, will preside over the ceremony. National Constitution Center President and CEO Jeffrey Rosen will offer remarks.

President Joe Biden marked the 21st anniversary of the 9/11 attacks Sunday by delivering remarks and laying a wreath at the Pentagon. Americans paused in sorrow and reflection Sunday on the anniversary of the deadliest terrorist attack on U .S. soil that occurred on September 11, 2001, where four passenger jets were hijacked by al-Qaida terrorists leaving nearly 3,000 people dead. Biden marked the moment in the solemnity of a ceremony at the Pentagon, where the terrorists flew an airliner into one of the five sides of the Defense Department building just outside Washington, killing 184 people. 

“Twenty-one years and we kept that promise to never forget,” Biden told people covered by umbrellas on a rainy day. “The American story changed that day, but we’ll never change the character of the nation.” 

He said the country’s resolve against foreign terrorists “never once faltered,” citing the U.S. commando attack in 2011 that killed 9/11 mastermind Osama bin Laden in Pakistan and the more recent drone attack Biden ordered to kill the new al-Qaida leader, Ayman al-Zawahiri, in Afghanistan’s capital, Kabul. 

More than 2,700 people were killed when two of the hijacked airliners were flown into the twin towers of the World Trade Center in New York. 

Forty people were killed in a rural area of the eastern state of Pennsylvania after a plane crashed into a field. Passengers had stormed the cockpit of the airliner and futilely tried to overpower hijackers who had commandeered the plane and were trying to fly to Washington for another attack on the national capital.
